Bhubaneswar is the centre of Odisha's IT industry, and it has two distinct halves that most lists blur together. One is the delivery centres of national and global firms — Infosys has been at Infocity since 1997, with TCS at Chandaka Industrial Estate and Capgemini on Infosys Avenue. The other is a set of companies actually headquartered here, several of which have been operating for two decades and hold process certifications at the same level as far larger firms. This list ranks the second group, because 'an Infosys campus is in your city' tells you nothing useful when you are choosing a supplier. The delivery centres are covered separately below.

We started from the companies named across public directories, then checked each one against its own website or MCA record. That check mattered: of the location and sector claims we spot-checked, five were wrong. Mindfire Solutions, Orimark Technologies and Wayindia are all listed by directories under Kataka when their own sites place them in Bhubaneswar. Arihant International is listed as a top Kataka IT company but sells software alongside agarbathi and soap manufacturing. Luminous Infoways is widely reported as CMMI Level 3; its own site says Level 5. Every entry below reflects the primary source. Where a company states something about itself that we cannot independently verify — headcount, certification level — it is shown as its own claim, not as established fact.

Why it is here: One of the few Bhubaneswar firms with a permanent overseas presence rather than offshore contracts alone.

Why it is here: Included as a certified digital-marketing and web provider. Note this is a different category from the software engineering firms above — if you need custom application development, start higher up this list.
Two groups sit outside the ranking above, for different reasons. National and global firms run large delivery centres here — Infosys at IDCO IT SEZ Plot E/8, Infocity, operating since 1997; TCS at Plot No. 1, Chandaka Industrial Estate; Capgemini at CSM Gate-2, Infosys Avenue. They are major local employers, but they are not Odisha companies and you generally cannot engage them as a regional supplier, so ranking them alongside firms you can actually hire would be misleading. Separately, newer companies are too young to be judged on the criteria above — including the publisher of this guide, listed here rather than in the ranking for exactly that reason.
