Odisha's software industry is one city and a long tail. Nine of the ten firms below are in Bhubaneswar; the state's other IT activity is thin enough that the concentration is the defining fact about the sector, not a footnote to it. That has a practical consequence for buyers anywhere else in Odisha — Rourkela, Sambalpur, Berhampur, Balasore — which is that your supplier will almost certainly be in the capital, and you should plan the engagement around that rather than hoping for someone down the road. This list ranks the firms, then explains the geography.

How this list was compiled
Each company was checked against its own website or MCA record rather than a directory. That mattered more here than it would in most states: the Registrar of Companies at Kataka is the registrar for all of Odisha, so directories that read the ROC jurisdiction as a city address label every company in the state as being in Kataka. Four firms were found misplaced this way. One further company listed as a top Odisha IT firm turned out to sell software alongside agarbathi and soap. Self-stated certifications and headcounts are shown as company claims.

Why the industry sits in one city
The concentration is not an accident of this list. It follows the infrastructure.
STPI-Bhubaneswar is one of fourteen STPI jurisdictions nationally, and its registered units exported ₹3,840 crore in FY 2024-25 — against ₹0.27 crore in 1992-93. That growth happened around Infocity and the Chandaka Industrial Estate SEZ, both in Bhubaneswar, alongside the engineering colleges feeding them. Infosys arrived in 1997; TCS and Capgemini followed. Once a cluster forms, the talent pool keeps it there.
STPI does operate five sub-centres elsewhere — Berhampur, Rourkela, Balasore, Koraput and Jajpur — and Rourkela has NIT producing engineers every year. But verifiable software companies outside the capital remain scarce. Kataka, thirty kilometres away and far older commercially, has two that we could confirm.
What this means if you are not in Bhubaneswar
Assume your supplier is in the capital, and design for it. For a business in Sambalpur or Berhampur, that means agreeing at the outset how often someone will physically visit, who pays for it, and which parts of the work genuinely need presence. Requirements gathering and staff training usually do. Development does not.
Do not let distance push you into the wrong supplier. The temptation is to hire whoever is nearest. If the nearest option is a one-person web shop and the requirement is a plant system, the travel saved will cost you the project.
Check location before anything else. Because of the ROC Kataka quirk described in the methodology, a supplier's advertised city is frequently wrong. Ask for the office address, then look it up.

Infosys, TCS and Capgemini run substantial delivery centres in Bhubaneswar — Infosys since 1997 at Infocity, TCS at Chandaka Industrial Estate, Capgemini on Infosys Avenue. They are excluded from the ranking because they are headquartered elsewhere and cannot generally be engaged as a regional supplier. The publisher of this guide is excluded for the opposite reason.

Why are nine of the ten in Bhubaneswar?
Because that is where the industry is. STPI, Infocity, the Chandaka SEZ and the engineering colleges are all in or around the capital, and the cluster has compounded since the early 1990s. A state list that spread the ten evenly across Odisha would be a fabrication — the firms are not there to list.
Are there really no IT companies in Rourkela or Sambalpur?
There is activity, and STPI runs sub-centres at Rourkela, Berhampur, Balasore, Koraput and Jajpur. What we could not do is verify companies in those towns against a primary source at a scale that would justify listing them beside firms with 1,000 employees. How is this different from your Bhubaneswar list?
The Bhubaneswar page compares firms within one city and goes deeper on each. This one is about the state — where the industry is, why it clustered there, and what that means if you are buying from Sambalpur or Berhampur. There is overlap in the companies because the industry is concentrated; the question each page answers is different.
Why is location the thing you keep emphasising?
Because in Odisha specifically it is the most commonly wrong fact in published lists. The Registrar of Companies at Kataka covers the whole state, so any directory that treats the ROC as an address turns every Odisha company into a Kataka one. We found four firms misplaced this way while compiling these guides.
Is Odisha cheaper than a metro?
Generally yes, and the gap is real rather than marginal. We have not published rate tables because we hold no verified market data for the state and an invented range would be worse than none. What we can say is that the cost advantage is not the reason to choose an Odisha firm on its own — proximity and continuity matter more, and a cheap supplier who cannot deliver is not cheap.
