This guide is written for two readers. One is a business inside Odisha deciding where in the state to look. The other is a buyer outside it — in a metro, or overseas — evaluating whether Odisha is a sensible place to source engineering at all. Both questions have the same underlying answer: the state has a small number of genuinely strong firms, concentrated almost entirely in one city, with real depth in a few specific disciplines and very little in the rest. Knowing which is which saves a lot of time.

Locations were confirmed against company websites and MCA records. In Odisha this is unusually important: because a single Registrar of Companies at Kataka serves the whole state, directories that read the ROC jurisdiction as a city address label every Odisha company as Kataka-based. Four firms were misplaced this way across the lists we checked, and one company presented as a leading IT firm turned out to manufacture agarbathi and soap alongside its software work.
The capital holds the STPI centre, Infocity, the Chandaka SEZ and the engineering colleges. If you are sourcing anything substantial in Odisha, this is where it comes from.

Three things, and they are narrower and more real than the general "software services" pitch.
Public-sector delivery. This is the state's deepest capability by a distance. Two firms have spent two decades building government systems, one of them across four states, and that work has particular disciplines — procurement compliance, audit trails, decade-long support obligations — that commercial software houses often underestimate.
Supply chain and EDI integration. A narrow field with few credible providers anywhere in eastern India, and one Odisha firm has nearly three decades in it.
Geospatial and engineering data. GIS, CAD and engineering design, again with real longevity behind it.
Outside those, the state offers competent general software development at lower cost than a metro. That is a genuine proposition, but it is a cost-and-continuity argument rather than a capability one, and it is worth being clear-eyed about which you are buying.
The cost gap is real but should not be the deciding factor. Rates are meaningfully below Bengaluru, Pune or Hyderabad. What actually determines whether the engagement works is scope discipline and staff continuity, and those vary by firm rather than by state.
Ask who is on the team and whether they stay. Attrition is the standing risk in any offshore arrangement. Smaller regional firms often do better on continuity than large metro suppliers, which is a genuine argument in Odisha's favour — but ask rather than assume.
Check the certifications properly. Several Odisha firms hold CMMI appraisals at Level 3 and Level 5. Ask for the certificate and read the scope: which legal entity, which locations, which processes, and the expiry. A logo proves nothing.
Verify the address before you sign anything. Given the ROC issue described above, this is the one piece of due diligence we would insist on for Odisha specifically. It takes a minute on mca.gov.in.
If your interest is selling into Odisha government rather than buying, the landscape is worth understanding. OCAC — the Odisha Computer Application Centre — is the technical directorate of the state's Electronics and IT department and sits at the centre of a great deal of public IT. The state has an IT policy framework and, more recently, an AI policy and mission. Startup Odisha runs the recognition scheme that gives registered startups access to state schemes.
The firms with the strongest positions here are the ones with existing government delivery records, for the ordinary reason that public procurement weights demonstrated experience heavily. That is a high barrier for newer entrants, ourselves included, and it is worth knowing before assuming a state contract is winnable.
